KAJIAN HUKUM FUNGSI SENTRA PELAYANAN KEPOLISIAN TERPADU DALAM MEWUJUDKAN KEPOLISIAN PRESISI DI POLRES SORONG SELATAN

The purpose of this research is to realize security in national and civic life, so police duties are one of the important factors to create excellent service and a good relationship between the police and the community. The functions, duties, and authorities of the police in law provide security to the public and then offer services by listening to every complaint from the community in the integrated police service center (SPKT). The South Sorong Police, in carrying out their function of providing integrated police services to the community, include things like Police Reports (LP), Police Report Receipt Letters (STTLP), Notification Letters on the Progress of Investigation Results (SP2HP), Loss Report Letters (SKTLK), Police Clearance Certificates (SKCK), Notification Receipt Letters (STTP), Self-Report Letters (SKLD), Permits for Public Gatherings and Other Community Activities, Driver's Licenses (SIM), and Vehicle Registration Certificates (STNK).

The research conducted by the researcher is a normative legal study carried out by analyzing, observing, and examining the legal materials obtained, both from primary and secondary legal sources. Primary sources consist of legislation, official records or minutes of legislative actions, and court decisions. Secondary sources include all publications that are not official documents, as well as tertiary materials that provide guidance or explanations regarding primary and secondary legal materials. The study then continues by drawing conclusions from the analysis that has been described, thus obtaining a clear picture of the legal study on the function of the Integrated Police Service Center in realizing Precise Policing at the South Sorong Police Resort.

The research results obtained by the South Sorong Police in providing police services to the community are as follows: (a) Police Reports (LP), Acknowledgment Receipt of Police Report (STTLP), Notification of Investigation Progress (SP2HP), Certificate of Reported Loss (SKTLK), Police Record Certificate (SKCK), Notification Receipt Letter (STTP), Self-Reporting Certificate (SKLD), Public Event Permit (SIK), Security Service Business License Recommendation Letter (SRIUJP), Driver's License (SIM), and crime scene processing, supervision, and security, (b) Coordination and provision of assistance and help, among others: Handling of Crime Scenes (TPTKP) and processing of crime scenes, (c) Public services including through phone, text messages, fax, Internet (social networks) and letters, (d) Providing general information related to public interests according to the provisions of the law, (e) Preparation of registration reporting, compiling and submitting daily reports to the Police Chief. The obstacles faced by the Integrated Police Service Center (SPKT) in realizing precision policing at the South Sorong Police show that: the organizational culture and behavior of police members are often neglected, and the education level and social sensitivity of police members are still low. The limitations of inadequate facilities and infrastructure, as well as the implementation of the Police Bureaucratic Reform program that has not yet been service-oriented.
