ANALISIS PENGEMBANGAN OBJEK WISATA UNTUK MENINGKATKAN KUNJUNGAN WISATAWAN PADA TAMAN MARGASATWA DAN BUDAYA KINANTAN KOTA BUKITTINGGI PROVINSI SUMATERA BARAT Anggraini, Dewi Kumala, Vina The city of Bukittinggi as one of the largest tourist cities in West Sumatra has a leading tourist attraction which is one of the oldest zoos in Indonesia. This zoo also displays various Minangkabau cultural attractions, therefore the government named this zoo Kinantan Wildlife and Culture Park (Taman Margasatwa dan Budaya Kinantan). Based on preliminary observations, data shows that the number of tourist visits to Kinantan is not proportional to the level of tourist visits to the City of Bukittinggi. Therefore, an in-depth research is carried out on the development of facilities and the role of the government in that development. This study uses descriptive qualitative methods, with data collection techniques through observation, interviews, and documentation. The results showed that the analysis showed that the role of government in developing Kinantan, namely as a motivator, facilitator, and dynamist has been running well and can increase the number of tourist visits. PELAKSANAAN PERJANJIAN PENGADAAN BARANG DAN JASA ANTARA CV.JOGJA KONVEKSI DAN DINAS SOSIAL PROVINSI SUMATERA Effendi, Devirianti Hamka, Jefry Abstract: The procurement of goods and services for government purposes is one of the tools to drive economic growth in order to improve the national economy and enhance the welfare of the Indonesian people. This is because the procurement of goods and services, especially in the public sector, is closely related to the use of state budgets. The implementation of procurement agreements for goods and services is based on Article 1338 paragraph (1) of the Civil Code and Presidential Regulation No. 12 of 2021 concerning Amendments to Presidential Regulation No. 16 of 2018 on Government Procurement of Goods and Services.The problem formulation in this thesis includes: first, how is the implementation of the procurement agreement for goods and services between the Social Service Office of West Sumatra Province and CV. Jogja Konveksi? Second, what are the obstacles and efforts to resolve issues in the implementation of the procurement agreement between CV. Jogja Konveksi and the Social Service Office of West Sumatra Province?This research is a legal study with a descriptive specification, illustrating the implementation of the procurement agreement for goods and services between the Social Service Office of West Sumatra Province and CV. Jogja Konveksi. The research approach used is the normative juridical approach as the main approach, supported by an empirical juridical approach.Based on the research results and discussion, the following conclusions are drawn: first, in the implementation of the procurement agreement for goods and services between the Social Service Office of West Sumatra Province and CV. Jogja Konveksi, the goods and services provider is in a weak position, making them more likely to comply with the conditions set by the goods and services user. Second, obstacles in the implementation of the procurement agreement include errors in the electronic procurement system, which sometimes delays contracts, and vendors violating contract terms, causing issues. Efforts to address these obstacles include improving the electronic procurement system to prevent system errors and enhancing human resource quality by providing knowledge and socialization on contract breaches and the consequences of violating contract terms.Keywords: Agreement, Contract, Procurement of Goods and Services. AN ANALYSIS OF STUDENTS’ READING COMPREHENSION OF ANALYTICAL EXPOSITION TEXT AT XI IPA 5 OF SMA ADABIAH 2 PADANG AT 2018/2019 ACADEMIC YEAR Mulyadin, Asrul Septriyarti, Rika Penelitian ini bertujuan untuk mendeskripsikan pemahaman membaca siswa dan kesulitan siswa dalam memahami teks eksposisi analitis di kelas XI IPA 5 SMA Adabiah 2 Padang. Kelas XI IPA 5 dipilih sebagai sampel. Pengumpulan data dilakukan dengan menggunakan tes pemahaman bacaan dan wawancara. Data diuji untuk melihat validitas dan reliabilitas nomor item dan dianalisis secara kuantitatif dan kualitatif. Hasil penelitian menunjukkan bahwa kemampuan pemahaman membaca siswa berada pada taraf sedang. Siswa masih mengalami kesulitan dalam memahami teks eksposisi analitis berdasarkan delapan aspek. Peneliti menemukan lebih banyak masalah dari lima aspek yaitu mengidentifikasi ide utama, makna kosakata dalam konteks, mengidentifikasi referensi, inferensi, tujuan komunikatif yang didukung oleh temuan dari wawancara. Hal ini tersirat bahwa kemampuan siswa dalam memahami teks eksposisi analitis perlu ditingkatkan.Kata kunci: pemahaman bacaan, teks eksposisi analitis. REGULASI DAN IMPLEMENTASI PENGELOLAAN PCB (POLYCHLORINATED BIPHENYLS) DI INDONESIA Paramita, Dianing Rahardiansyah, Trubus The management of Polychlorinated Biphenyls (PCB) in Indonesia faces significant challenges related to the implementation of existing environmental regulations. Although there are rules governing the use and disposal of PCB, there are still several obstacles in law enforcement and public awareness regarding the dangers of this substance. This research will look at the extent to which the protection of child perpetrators of crime is in the perspective of the criminal justice system for children. The method used is a normative juridical research method. A child who is involved in a criminal offense must be held responsible and if the child is proven guilty may be subject to criminal sanctions for the deeds he has committed. TINJAUAN YURIDIS MASYARAKAT HUKUM ADAT DALAM HUKUM POSITIF INDONESIA Zakir, Fauzan Definition of customary law community, a unit whose members: 1) Behave and behave as a unit towards the outside world, 2) Have a fixed and eternal structure. In the community there is no thought to dissolve the community, 3) The residents respect the life of the group as a natural thing. Customary law communities are formed naturally (natural nature), 4) Have separate property from their citizens, 5) Have authority and coercive power in the creation and development of the law (have institutions and sanctions). On May 16, 2013, the Constitutional Court issued a decision No. 35/PUU-X/2012 regarding the review of the Forestry Law. The petitioners in this case are the Alliance of Indigenous Peoples of the Archipelago (AMAN), the Indigenous Peoples of Kenegerian Kuntu, Kampar Regency, Riau Province and the Indigenous Peoples of Kasepuhan Cisitu, Lebak Regency, Banten Province. Constitutional Court Decision No. 35/PUU-IX/2012 is an important decision because it overturns the classic understanding in Indonesia about forests, forest areas and the position of customary forests. In essence, the Constitutional Court's decision concerns two constitutional issues, first regarding customary forests and secondly regarding the conditional recognition of the existence of indigenous peoples. One of the important things that need to be considered to anticipate this is to increase attention to the nutritional status of the elderly. Nutritional status is a reflection of the quality of the food it consumes. This study aims to observe the description of nutrient consumption and nutritional status of the elderly in Sasana Tresna Wherda Bengkulu. This research is descriptive in nature, using primary data and secondary data. Data processed manually. The consumption of nutrients for the elderly is still below the recommended dietary allowance or RDA (recommended dietary allowances), especially for vitamin A, vitamin C, Fe, and Ca. The availability of nutrients at the orphanage for calories, protein, and vitamin B is adequate, however, Ca, Fe, vitamin A and vitamin C are not yet as recommended. The nutritional status or stature of the elderly in general is thin, namely 81.3% for men and 62.5% for women. Elderly who consume moderate and poor nutritional substances, nutritional status of the elderly is found thin, but elderly people who consume enough are also underweight. Based on Article 74 Paragraph (1) of Law Number 40 of 2007 concerning Limited Liability Companies, it is stipulated that companies that carry out their business activities in the natural resources sector and / or fields related to natural resources are required to implement CSR. In Article 10 of Riau Provincial Regulation Number 6 of 2012 concerning Corporate Social Responsibility in Riau Province, it is stated that CSR programs can take the form of community economic empowerment. This research aims to explain the implementation of PT Asia Forestama Raya's CSR on community economic empowerment during the Covid-19 pandemic. The method used in this research is socio-legal research. During the Covid-19 pandemic, the public really expected a real contribution from PT Asia Forestama Raya. PT Asia Forestama Raya's obstacle in implementing community economic empowerment in Limbungan Village is that the financial condition of PT Asia Forestama Raya is currently in an unstable state. Efforts that can be made by the people of Limbungan Village if PT Asia Forestama Raya doesn’t carry out a CSR program are to convey their aspirations to Commission IV of DPRD Pekanbaru City. Based on Article 32 of Riau Provincial Regulation Number 6 of 2012 concerning Corporate Social Responsibility in Riau Province, it is stated that if PT Asia Forestama Raya doesn’t carry out CSR towards empowering the community's economy, the company can be subject to administrative sanctions by the Pekanbaru City Government. Female inmates often face unique challenges, including mental health issues, lack of access to healthcare, and insufficient rehabilitation programs. Utilizing a qualitative research approach, data were collected through interviews and focus group discussions with female inmates and correctional staff. The findings reveal significant gaps in the provision of healthcare services, educational opportunities, and psychological support for female inmates. The study concludes that targeted policies and programs are essential to meet the needs of female inmates, ensuring their rights and facilitating successful reintegration into society. This shift not only reflects advancements in transportation technology but also indicates a change in compliance with legal norms and the governance of the informal transport sector. The research employs a normative legal method, focusing on the analysis of relevant regulations, legal principles, and academic literature. Conventional motorcycle taxis, which previously operated based on social norms and informal agreements, now face a more structured system through digital mechanisms, such as algorithm-based fare setting, driver rating systems, and platform-regulated services. This transformation requires the internalization of a new legal culture that prioritizes transparency, accountability, and consumer protection. Nevertheless, challenges arise, including conflicts of interest with conventional drivers, unequal legal literacy among drivers, and regulatory ambiguity. PENEGAKAN HUKUM SERTA EKSTRADISI DALAM TINDAK PIDANA ARISAN ONLINE FIKTIF Anwar, Aulia Citra Multiwiajaya, Vience Ratna Suar, Aprima Arisan online fiktif adalah salah satu dari sekian banyak tindak pidana ekonomi yang menggunakan teknologi daring dalam melakukan tindak pidananya.. Tindak pidana ini merupakan suatu evolusi dari tindak pidana arisan fiktif yang sifatnya konvensional menjadi suatu cybercrime.  Dengan adanya unsur media elektronik maka tindak pidana tersebut tidak hanya menggunakan KUHP namun juga menggunakan  Undang-Undang Nomor 19 Tahun 2016 tentang Perubahan Atas Undang-Undang Nomor 11 Tahun 2008 tentang Informasi Dan Transaksi Elektronik dalam pengaturannya. Hal ini menjadi semakin menarik ketika yang melakukan tindak pidana ini adalah Warga Negara Asing . Dengan menggunakan pendekatan yuridis normative serta metode deskriptif analitis penelitian ini akan memberikan gambaran mengenai pengaturan atas tindak pidana arisan online fiktif yang dilakukan oleh Warga Negara Asing yang kemudian dikaitkan dengan ekstradisi. Hasil penelitian ini menunjukkan bahwa ekstradisi atas WNA yang melakukan tindak pidananya di Indonesia lalu melarikan diri ke luar wilayah Indonesia tetap dapat dilakukan . Melalui asas territorial dan perjanjian ekstradisi maka WNA tetap dapat dikenakan hukum pidana Indonesia serta dapat diekstradisi. KESEHATAN MENTAL DAN FISIK KELOMPOK RENTAN DI LAPAS: TANTANGAN DAN STRATEGI PENANGANAN Subroto, Mitro Afdhallah, Edwin Prisoners in correctional institutions (prisons) are a vulnerable group facing various challenges related to mental and physical health. This study aims to analyze the mental and physical health conditions of vulnerable groups in prisons and their management strategies. The research method used is a literature study by collecting data from various sources such as scientific journals, research reports, and related articles. The results show that prisoners have a higher prevalence of mental disorders and physical illnesses compared to the general population. Contributing factors include overcrowding, exposure to stress, and limited access to health services. Recommended management strategies include increasing the availability and quality of mental and physical health services in prisons, training prison staff on health issues, and coordinating with community health services to ensure continuity of care. KEDUDUKAN HUKUM KETETAPAN MPRS/MPR SEBELUM DAN SESUDAH PERUBAHAN UUD 1945 Asnawi, Eddy Perubahan UUD 1945 membawa implikasi terhadap perubahan kekuasaan atau kewenangan kelembagaan MPR yang membawa akibat pada kedudukan hukum ketetapan MPRS/MPR yang dilahirkannya, baik itu sebelum dan sesudah perubahan UUD 1945. Kajian penelitian ini dilakukan dengan melakukan studi kepustakaan. Untuk itu metode yang digunakan adalah metode penelitian yuridis normatif. Hasil penelitian menunjukkan bahwa dalam praktik ketatanegaraan sepanjang berlakunya UUD 1945 sebelum dilakukan perubahan, cakupan luas materi muatan yang diaturnya tidak hanya terbatas pada hal-hal ditentukan dalam UUD 1945. Jika diklasifikasikan, ada Ketetapan MPR yang memenuhi unsur sebagai peraturan perundang-undangan, Ketetapan MPR sejenis penetapan administrasi Negara (beschikking), Ketetapan MPR berupa perencanaan (GBHN), dan Ketetapan MPR semacam peraturan kebijakan (beliedregels) di bidang administrasi negara. Setelah UUD 1945 dilakukan perubahan, maka kedudukan hukum Ketetapan MPR menjadi sumir, di satu sisi perubahan pasal-pasal UUD 1945 dan adanya ketentuan Pasal 1 Aturan Tambahan UUD 1945 mengakibatkan hilangnya kewenangan MPR untuk membentuk Ketetapan-Ketetapan MPR (jenis peraturan perundang-undangan) bersifat mengatur (regeling), karena tidak lagi memiliki dasar konstitusioanal dalam UUD 1945. Namun di sisi lain dengan diberlakukannya UU Nomor 12 Tahun 2011 tentang Pembentukan Peraturan Perundang-undangan, kedudukan hukum Ketetapan MPR menjadi hidup kembali sebagai bentuk peraturan perundang-undangan dengan pembatasan sebagaimana disebut dalam penjelasan Pasal 7 ayat 1 huruf b, yakni Ketetapan-ketetapan MPRS/MPR yang masih berlaku sebagaimana ditentukan dalam Ketetapan MPR Nomor 1/MPR/2003. PERLINDUNGAN HUKUM PEMEGANG POLIS BUMIPUTERA TERHADAP PEMOTONGAN 50% KLAIM SETELAH BERAKHIRNYA KONTRAK Richard, Frengky AJB Bumiputera 1912, as the only mutual insurance company in Indonesia, has experienced prolonged liquidity pressure from 2019 to 2025, resulting in defaults on claim settlements to policyholders upon policy maturity. To overcome liquidity problems, the management of AJB Bumiputera 1912 implemented a Benefit Value Reduction (BVR) by cutting premium values of expired contracts by up to 50%, reasoning that policyholders are members obligated to bear company losses in accordance with the company's Articles of Association. This research aims to examine the membership status of policyholders who have filed insurance claims due to contract expiration. This study employs a normative legal research method with a library research approach. PENGARUH DILATASI TERHADAP SIMPANGAN ANTAR LANTAI BANGUNAN TINGGI DENGAN BENTUK H Hidayaat, Rahmad Masril, Masril Herista, Febrimen Seperti yang kita ketahui, bangunan dengan denah yang rumit tidak di anjurkan karena memiliki risiko yang sangat tinggi untuk collaps jika terjadi gempa. Dalam proses analisis ini model bangunan di bagi menjadi 4 model struktur yaitu model tanpa dilatasi (utuh dengan denah H) dan dengan dilatasi di bagi menjadi 3 bagian yang di sebut bangunan A,  B , dan C. Semua model di desain dengan sistem ganda, SRPMK dan shere wall. Dari hasil analisa struktur di dapatkan bahwa dinding geser sangat berpengaruh pada simpangan antar lantai yang terjadi pada bangunan dilatasi dan tanpa dilatasi, yang mana di dapatkan dicplacement pada bangunan berpengaruh pada jarak dilatasi yang diberikan sebesar 150 mm. Gaya dalam yang terjadi pada kolom dan balok juga menunjukkan hasil yang signifikan terutama pada kolom dengan struktur tanpa dilatasi di banding kan menggunakan dilatasi. Di mana Kolom tanpa dilatasi setelah di analisis gaya dalamnya menggunakan program bantu sp colomn  menunjukkan hasil kebutuhan tulangan sebanyak (36 D36) buah tulangan dengan dimensi kolom 850 x 850 mm. Data collection techniques are the methods used by researchers to obtain data. As for data collection in research using secondary data. Data collection is taken by getting AutoCad data. Then from the data that has been collected, a 3D modeling is made using the OpenBuildings Designer software. From this modeling, the results of Architectural modeling are obtained starting from walls, doors, windows, Structure modeling and Electrical modeling. The research method used is normative juridical. Later there was an opinion that if the state was unable to guarantee the fulfillment of human rights over water, then the water supply was carried out by a third party. The state must regulate the appropriateness of control over water sources, affordability of prices, guarantees for water health. For the realization of these things, a system of regulation must be made. An independent regulatory body can also be formed, public participation, and sanctions against violations. In essence, every regulation issued by the local government related to water use actually makes water as "Economic goods". Commercialization and privatization of water services is not an illegal thing as long as it can improve clean water services so that public access to water also increases. Local governments should be able to understand that commercialization of water resources by setting drinking water tariffs that exceed the capacity and reasonableness of the community actually results in reduced community access to water resources, especially clean water and drinking water. The poor and marginalized are the most vulnerable groups to the failure to fulfill the right to water by the State. To see the extent to which the fulfillment of the right to water by the state apart from the perspective of the executive authority, it is necessary to look at court decisions that can reflect the fulfillment of the right to water especially after the abolition of Law Number 7 of 2004 concerning Water Resources by the Constitutional Court and return to Law Number 11 of 1974 concerning Irrigation. It fosters emotional awareness and sincerity in interactions. This study aims to analyze how heart communication influences interpersonal and intrapersonal communication in the context of workplace seniority. Using a qualitative method with a phenomenological approach, this research explores individual experiences in applying heart communication in senior-junior interactions. The findings reveal that heart communication strengthens interpersonal relationships, reduces seniority gaps, and establishes a more harmonious and inclusive communication pattern. OPTIMALISASI PERAN MAHASISWA SEBAGAI STAKEHOLDER DALAM PENGAWASAN PARTISIPATIF MENUJU PILKADA KOTA PADANG TAHUN 2024 Angggraini, Dewi Sari, Lusi Puspika Tamrin, Tamrin Ramadhon, Azkiya Putri Saputra, Doni Abstract: Participatory oversight plays a crucial role in monitoring the implementation of Local Head Elections (Pilkada) to ensure that the electoral process adheres to the principles of democracy. In the context of electoral oversight, the institution responsible for supervising the democratic process in Indonesia is the General Election Supervisory Agency (Bawaslu). Bawaslu collaborates with lecturers from Universitas Andalas to enhance the role of the youth in participatory oversight, involving students from the university through a qualitative approach with a descriptive method. The focus is on seminars aimed at educating students about their important role as stakeholders in participatory oversight during local elections.The initiative significantly improves students' understanding of their roles as active and participatory voters ahead of the 2024 Pilkada. Participants experience substantial knowledge gains regarding the electoral system and the significance of participatory oversight. Through the material presented, students grasp the fundamental concepts of local elections, the functions of voters, and current issues related to elections, such as electoral bribery and the neutrality of civil servants. This is reflected in the positive changes in participants' understanding. The seminar plays an essential role in optimizing students' positions as stakeholders in participatory oversight, with sessions that provide deeper insights into their roles and concrete ways to contribute. The campus oversight declaration symbolizes students' commitment to being more actively involved in election supervision. The purpose of this study is to find out: 1) the role of the leader in improving customer service such as Honda motorcycles; 2) constraints faced by the leadership in improving motorcycle customer service; 3) efforts made by the leadership in improving customer service for Honda motorcycles on the CV. Anugerah Niaga in the City of Padang. This type of research is qualitative research using descriptive methods, namely the problem solving procedure investigated by describing or describing the condition of the subject or object of research of a customer or recipient of service and society at present based on facts that are visible and as they are. The selection of informants in this study was selected by incidental sampling which is sampling by taking individuals who can be reached or encountered .. The data types are primary data and secondary data collected through interviews, observation, and library research. The analysis technique used is qualitative analysis. The results of this study indicate that: activities carried out by the leadership of CV. Angerah Niaga not only makes sales, but also serves motorcycle service. To service service services, there is a need for service quality standards provided by the company so as to provide even satisfaction for all consumers. In an effort to improve service quality standards, the leadership conducted a series of training and development. Based on Article 13 of the Philippine Constitution states that the state through the authority of the Human Rights Commission guarantees appropriate legal action for the protection of the human rights of all people in the Philippines as well as Filipinos working abroad. The research method in this paper uses the normative legal research method. This research method is a method that uses and analyzes written regulations which are closely related to the library. The research result of this paper is that the POEA is fully responsible to its President through the Minister of Manpower. The POEA's relationship with other institutions related to the protection of migrant workers is sub-coordinative. POEA is the mother for the protection of migrant workers. Legal protection agencies or agencies for migrant workers in the Philippines are maximizing the roles of the Philipine Overseas Employment Agency (POEA), Overseas Workers Welfare Administration (OWWA) and The Office of the Legal Assistant for Migrant Affairs (OLAMA). Where the POEA is assigned to monitor and supervise recruitment agencies in the Philippines, the OWWA provides Filipino migrant workers and their families with all the assistance they may need in enforcing contractual obligations by agencies or agencies and / or their principals, and OLAMA has the duty and authority to assist and protect who get unfair treatment, both physically and psychologically. Furthermore, the Self-Help Housing Stimulant Assistance Program (BSPS) in Padang Laweh District is a program of the Ministry of Public Works and Public Housing. The research objectives, to determine the implementation of the Self-Help Housing Stimulant Assistance program, to find out what obstacles are faced in the implementation of the Self-Help Housing Stimulant Assistance program, to find out the efforts made in overcoming the obstacles in implementing the Self-Help Housing Stimulant Assistance program. This research uses descriptive qualitative method, qualitative research methodology is a research procedure that produces descriptive data in the form of written or spoken words. Based on the results of the research conducted, the implementation of the Self-Help Housing Stimulant Assistance program can be seen from several variables, namely communication, resources, disposition, and bureaucratic structure. The results of this study indicate that in Padang Laweh Subdistrict there are still many community houses that are unfit for habitation, obstacles encountered in the field are still many people who are uninformed about the BSPS program. The BSPS program coordinates with each village under the Padang Laweh District government. Terapi murotal Al-Qur’an telah terbukti dalam membantu pasien untuk pulih dari penyakit dan meningkatkan status kesehatan. Suara dan irama dari lantunan ayat suci Al-Qur'an yang dibacakan secara merdu dapat disajikan sebagai musik rohani. Literatur menunjukkan bahwa murotal Al-Qur’an dengan suara yang indah dan kualitas terbaik layak digunakan dalam praktek kepaerawatan, termasuk merawat pasien dengan kondisi kritis. Studi literatur ini bertujuan untuk mengidentifikasi pengaruh intervensi terapi murrotal Alquran dan efektivitasnya pada pasien sakit kritis. Pencarian literatur integratif dilakukan dengan menggunakan beberapa database dari jurnal yang diterbitkan pada tahun 2011 hingga 2021. Strategi pencarian berdasarkan pertanyaan dengan format PICO yang mencakup semua artikel bahasa Inggris dan Bahasa Indonesia dengan menggunakan kata kunci untuk pencarian termasuk terapi murotal Al-Qur'an, bacaan Al-Qur'an, the Holy Qur’an recitation pasien kritis, perawatan kritis . critical nursing care. Semua kata kunci ini dicampur dalam kombinasi yang berbeda. Beberapa penelitian menunjukkan bahwa terapi murotal Al-Qur’an memiliki efek holistik di berbagai populasi. ANALISIS KEPUASAN MASYARAKAT TERHADAP PELAYANAN KESEHATAN DI PUSKESMAS DESA PARIGI KECAMATAN CIKANDE Ramdani, Febryan Ajeng : This study aims to analyze the level of community satisfaction with health services at Puskesmas Desa Parigi, Cikande District, using the SERVQUAL model which includes five dimensions: Reliability, Responsiveness, Assurance, Empathy, and Physical Facilities. The research method used is a quantitative approach by distributing questionnaires to 100 respondents. The results showed that the Empathy dimension obtained the highest score (63%), indicating that the attention of health workers to the special needs of patients is a major strength in service. The Physical Facilities and Reliability dimensions each scored 61%, reflecting that the physical facilities and consistency of service are adequate, although there is still room for improvement. The Responsiveness dimension scored 60%, with particular attention to improving communication regarding service procedures. The Assurance dimension obtained the lowest score (59%), indicating that aspects of protecting the confidentiality of information and patient safety need to be improved. Overall, health services at the Parigi Village Health Center have provided a fairly good level of satisfaction, but still require improvement in several aspects, such as service consistency, privacy protection, and comfort of physical facilities. PENGARUH PEMAKAIAN LENSA BLUE CUT TERHADAP KENYAMANAN PEMAKAIAN KACAMATA DI OPTIK JAYA PASAMAN BARAT Suryanta, D.I Impaired vision makes someone have to use visual aids so that vision becomes clear. Various ways are done by people, such as using glasses, contact lenses and even lasik surgery. The addition of blue cut lenses to glasses is generally used to help human vision against eye weakness due to nearsightedness or other visual reasons and protect the eyes from UV rays. The research objectives were (1) to determine the effect of using blue cut lenses on the comfort of wearing glasses in West Pasaman optics. (2) To determine the advantages of blue cut lenses on eye health for eyeglass users at Optic Zal Pondok Padang. The type of research used is descriptive quantitative, the research process was carried out by interviewing by distributing questionnaires, this study aims to obtain an overview of the effect of using blue cut lenses on the comfort of wearing glasses in West Pasaman Jaya optics. The population in this study were all patients at an early age who experienced refractive errors in the study, amounting to 30 people. Considering the population under study was less than 100 people, the sample in this study were all consumers of Jaya Pasaman Barat optics totaling 30 people. The study was conducted on early age patients at Optik Jaya Pasaman Barat. The results showed that the respondents that 61.7% of the respondents know the effect of wearing blue cut lenses on the comfort of wearing glasses, this is because they do not know the impact of UV rays on eye health and 60.1% of blue cut lenses have the advantage of maintaining eye health. Based on the results of this study, it was concluded that as much as 61.7% response to know the effect of using blue cut lenses on the comfort of wearing glasses in West Pasaman Jaya optics. This is due to the lack of knowledge of respondents about the impact of blue light on eye health. Based on the results of the research the effect of using blue cut lenses on the comfort of wearing glasses in West Pasaman optics, the results showed that as many as 60.7% of respondents knew the advantages of blue cut lenses and it was suggested to the public that when dealing directly with patients, they must wear anti-radiation lenses that are familiar with blueray lenses. This type of research that used in this research is descriptive using a quantitative approach to a study of an independent variable that is without compare or combine with other variables. Total population in this study of 750 people with an error rate of 10% (0.1), then the results can be obtained a sample of 88, calculated based on the formula Slovin. The data used is primary data collection method of data using questionnaires. Data analysis method used is multiple regression (Multiple Regression) with SPSS version 21.0.The results of this study indicate that the increase in the application of ethics rules will provide an increase in fraud detection with 2,349 t greater than t table 1.684 and 0.024 significant. Significantly affect fraud detection experience with the t value 2,334, t table 1.684, 0.024 significant. Professional skepticism proved to significantly affect the detection of fraud with 4,230 t, 1,684 t table significantly with 0,000. EFEKTIVITAS PENGGUNAAN E-TILANG TERHADAP PELANGGARAN LALU LINTAS DI JAKARTA PUSAT Putri, Maharani Aprilia Usup, Sitti Khairunnisah Yafei, Li Abstract: This study aims to analyze the effectiveness of the use of Electronic Traffic Law Enforcement (ETLE) in reducing traffic violations in Central Jakarta and to identify the social and technical challenges faced during its implementation. This study uses an empirical legal approach with data collection through literature studies of regulations, official documents, and previous research results. The results of the study indicate that ETLE has contributed to the modernization of traffic law enforcement and encouraged increased discipline among the community. However, its effectiveness is still limited by a number of factors, such as the limited number of cameras, the less than optimal integration of data between institutions, and the low level of legal literacy in the community. Although the legal substance underlying ETLE is available, the implementing structure and legal culture do not fully support the success of this system. Konsumen sekarang dapat dengan mudah mencari penyedia layanan, membaca ulasan yang ada, dan dalam banyak kasus, beralih sepenuhnya kepenyedia barutan pa perlu berinteraksi langsung dengan karyawan, maka salah satu cara bagi penyedia layanan untuk meningkatkan kinerja perusahaan adalah dengan meningkatkan kepuasan dan loyalitas konsumen. Peningkatan dalam rata-rata proporsi layanan konsumen yang terjadi menjadikan indeks harga konsumen lebih dapat  diperdagangkan dari waktu ke waktu, sehingga menawarkan penjelasan potensia luntuk peningkatan kecepatan penyesuaian yang diamati. Kebijakan fiscal efektif dalamm enaikkan harga dan ada beberapa tanda penurunan keterjangkauan, dimana hasil bervariasi secara substansial di antara kategori yang secara langsung dipengaruhi oleh kebijakan pajak. Tidak adanya instrument keuangan untuk melindungi risiko inflasi dapat mengurangi kesejahteraan seumur hidup dari konsumsi yang setara dengan kepastian untuk tingkat penghindaran risiko dan regulator menghadapi dilemma karena pekerja dan pensiunan memiliki kapasitas yang berbeda untuk menyerap kerugian dari risiko inflasi yang tidak dapat dihindarkan dan akibatnya memiliki risiko yang berbeda.Tujuan penelitian ini adalah untuk mengetahui variabel-variabel yang terkait dengan consumer price. Metode studi literatu rdigunakan dalam penelitian ini, dengan menggunakan 20 artikel sebagai bahan kajian. Hasil penelitian menunjukkan variabel-variabel yang mempengaruhi atau dipengaruhi consumer price. Sukma, Diah Ayu Permata Marjani, Usi Sutan, Naufal Silmi, Silmi Mazelfi, Ihsani Value Added Tax, or VAT, is nothing new. Currently, many UMKM are subject to tax, such as CV.X. The Value Added Tax calculation available for UMKM can help UMKM in determining the amount of value added tax that must be paid by their company. This calculation is carried out in accordance with Tax Law Number 7 of 2021 concerning Harmonization of Tax Regulations. The calculated data is taken from previous transactions CV.X. Apart from that, this data was collected through direct interviews with owners of UMKM at CV.X. The main aim of preparing this article is to help UMKM in matters of taxation, especially regarding the existing Value Added Tax, for successful business continuity in the future. With a deep understanding of VAT and applicable tax regulations, it is hoped that MSMEs can optimize their financial management, minimize the risk of tax violations, and increase the competitiveness of their business in a competitive market. Based on Article 14 Paragraph (1) of the 1945 Constitution of the Republic of Indonesia, it is regulated that the President grants Clemency and Rehabilitation by taking into account the considerations of the Supreme Court. The granting of clemency by the president can have legal implications for the convict who applies for clemency. Decisions taken by the President, whether the decision to grant or reject the request for clemency, will not aggravate the sentence decided by the court. Convicts who get clemency will feel freedom because they can get out more quickly and are free from all obligations to undergo the punishment imposed on them. PENDEKATAN YANG INTEGRALISTIK CUKUP PENTING, PENGALAMAN KEAGAMAAN DAN EKSPRESINYA, DIMENSI-DIMENSI AGAMA Firdaus, Firdaus Bulek, Muhammad Jahar Kamal, Tamrin Hakim, Rosniati Abstrak: Pendekatan reduksionistik dalam studi agama sering kali memisahkan dimensi-dimensi agama, sehingga gagal menangkap kompleksitas dan kedalaman pengalaman keagamaan. Artikel ini bertujuan untuk mengeksplorasi pentingnya pendekatan integralistik yang mengintegrasikan dimensi ritual, doktrinal, sosial, emosional, naratif, etis, dan material untuk memahami agama secara holistik. Penelitian ini menggunakan metode analisis hermeneutik dan fenomenologis dengan data primer dari literatur klasik, seperti karya William James dan Rudolf Otto, serta data sekunder dari kajian kontemporer. Hasilnya menunjukkan bahwa pendekatan integralistik mampu memberikan pemahaman yang lebih mendalam tentang hubungan antara pengalaman keagamaan dan ekspresinya, mendukung pluralisme agama, dialog antaragama, serta membangun harmoni sosial. FACTORS THAT AFFECTED COLLABORATIVE GOVERNANCE IN SPATIAL PLANNING OF DEPOK CITY Saputra, David Ridwan Maksum, Irfan The aims of the study are to analyse the factors that affected collaborative governance and also efforts to build collaborative governance in spatial planning in the city of Depok. This research used qualitative method with post-positivist approach. The data collection method consists of (1) Primary data which were collected through in-depth interviews with Public Works and Spatial Planning Department of Depok city; Development Planning Board of Depok city; and stakeholders in Depok related to the research problem such as housing developers and social society. (2) Secondary data were collected through the literature and documentation at the Public Works and Spatial Planning Department in Depok city.According to Indonesian laws and regulations Article 26 of 2007 on Spatial Planning, each city in Indonesia is required to have a Green Open Space (GOS) of at least 30 percent of its territory. It is also purposed to increase cooperation of all elements for Depok’s spatial planning.This research indicates that the implementation of collaborative governance in Depok’s spatial planning has not been effective because Depok only has 3227.26 ha GOS less than 30 percent of 202.9 KM² city wide; the economic centralization in one particular region should have been intended for office or municipal services; and the role of government is still dominant in cooperation with stakeholders in spatial planning and management through public discussion, public hearing, and public consultation. The Effect Of Organizational Support On Work Satisfaction In Regional Secretariat Employees In Pariaman District Saputra, Nika Human resources are one of the resources that exist in a company besides other resources, for example capital, materials, machinery in the company, so that it becomes useful. For this reason, companies are beginning to strive to excel in such competitive competition by trying to create quality and presentative human resources. This study aims to provide evidence that to determine whether or not there is an influence of organizational support on the work satisfaction of the Regional Secretariat Staff in Pariaman Regency. Data collection is done by survey method with a questionnaire. The data analysis technique used in this study is descriptive and quantitative analysis. The data collected is primary and secondary data which can be classified as independent variables and dependent variables. Organizational Support (influence variable), and Job Satisfaction in Regional Secretariat Staff of Pariaman Regency (affected variable). Testing the hypothesis in this study using a simple linear regression test. ANALISIS KINERJA TERHADAP WAKTU MENGGUNAKAN METODE EARNED VALUE ANALYSIS (Studi Kasus Pada Proyek Pembangunan Fasilitas Penunjang GOR Singa Harau Kabupaten Lima Puluh Kota) Sisfare, Yogi Kurniawan, Deddy Herista, Febrimen Pengendalian waktu yang baik diharapkan dapat membantu pelaksanaan proyek sesuai dengan waktu yang direncanakan, salah satunya dengan menggunakan metode analisis nilai hasil. Analisis nilai hasil digunakan dengan tujuan dapat memperkirakan sejauh mana proyek yang dilaksanakan sesuai dengan rencana kerja. Tujuan penelitian ini adalah untuk mengetahui bagaimana penerapan EVA (Earned Value Analysis) dalam memperkirakan waktu akhir penyelesaian proyek untuk setiap minggunya. Penelitian ini membutuhkan data seperti Time schedule, Rekapitulasi biaya anggaran proyek dan Laporan progress mingguan proyek. Metode ini memberikan informasi Nilai Hasil (EV), Jadwal Anggaran (PV), Varian Jadwal (SV), Indek Kinerja Jadwal (SPI), Prakiraan Waktu Pekerjaan Tersisa (ETS) dan Prakiraan Total Waktu (EAS) yang akan digunakan untuk analisis. Metode yang digunakan dalam penelitian ini adalah deskriptif kualitatif. Data pengerjaan proyek selama 39 minggu pelaporan. Studi ini menghasilkan, waktu penyelesaian proyek tidak sesuai dengan rencana awal jadwal proyek. Minggu 1 nilai SPI 1, minggu ke-2 sampai dengan minggu ke-8 nilai SPI 1, minggu ke-9 sampai dengan minggu ke-15 nilai SPI 1, minggu ke-16 sampai dengan minggu ke-23 nilai SPI 1, minggu ke-24 sampai dengan minggu ke-25 nilai SPI 1, minggu ke-26 sampai dengan minggu ke-35 nilai SPI 1, minggu ke-36 sampai dengan minggu ke-37 nilai SPI 1, minggu 38 sampai dengan minggu 39 nilai SPI=1. Ini menunjukan bahwa untuk nilai SPI yang 1 pekerjaan mengalami keterlambatan dan SPI yang 1 pekerjaan mengalami percepatan sedangkan SPI yang sama dengan 1 pekerjaan sama dengan rencana. Prakiraan waktu penyelesaian proyek berdasar perhitungan komulatif tiap minggu, minggu ke-39 adalah 266 hari, sedangkan waktu rencana adalah 270 hari. UJI EFEKTIVITAS EKSTRAK BUAH ANGGUR HIJAU (VITIS VINIVERA L) TERHADAP DAYA HAMBAT LAJU PERTUMBUHAN BAKTERI STREPTOCOCCUS MUTANS DAN LACTOBACILLUS ACIDOPHILUS Busman, Busman Edrizal, Edrizal Utami, Dwi Widya Panggih Streptococcus mutans dan Lactobacilli adalah penghasil asam dari karbohidrat yang dapat diragikan dan menciptakan risiko untuk gigi berlubang, anggur hijau (Vitis vinifera L) merupakan salah satu jenis buah yang mengandung fitokimia golongan polifenol yang berfungsi sebagai penghambat glukosilasi pada proses pembentukan plak sehingga digunakan sebagai alternatif antibakteri dalam pencegahan karies. Tujuan penelitian ini adalah untuk mengetahui efektifitas antibakteri anggur hijau terhadap Streptococcus mutans dan lactobacillus acidophilus. Jenis penelitian yang digunakan adalah eksperimental laboratorium (invitro). Penelitian dilakukan diLaboratorium Mikrobiologi Universitas Andalas Kota Padangdan maserasi dilakukan di Laboratorium kimia kopertis wilayah X (Sumatera Barat, Riau, Jambi, Kepulauan Riau) Kota Padang pada Juli 2019 – selesai. Sampel pada penelitian ini adalah koloni bakteri Streptococcus mutans dan Lactobacillus acidophilus yang diperoleh dari Laboratorium Universitas Andalas Kota Padang dan Universitas Gadjah Mada serta dibiakkan di Laboratorium Mikrobiologi Universitas Andalas Kota Padang dengan 4 perlakuan dan diulang sebanyak 6 kali sehingga besar sampel menjadi 24 perlakuan dengan konsentrasi 12,5 %, 25 %, 50 %, dan 100 %menggunakan uji one way anova. Hasil penelitian diperoleh nilai sig 0,000 < 0,05, artinya Ha diterima atau terdapat efektifitas ekstrak buah anggur hijau (Vitis vinifera L) terhadap daya hambat laju pertumbuhan bakteri Streptococcus mutandengan ekstrak terbaik 50% dan nilai sig 0,244 > 0,05, artinya Ha ditolak atau tidak terdapat efektifitas ekstrak buah anggur hijau (Vitis vinifera L) terhadap daya hambat laju pertumbuhan bakteri Lactobacillus acidophilus. The purpose of this research is to make it easier for farmers to manage their rice fields in order to get good yields for the farmers around them. The planning used is the planning of primary irrigation channels and secondary irrigation channels. The research method uses the haspers and gumbel calculation method. From the results of the calculation of the dimensions of the canal planning, the results of the calculation of the primary channel planning where the Q value of 7.17 m³/s is greater than the Qmax value of 5.28 m³/s and the planning of the secondary channel where the Q value is 5.57 m³/s is greater than the Qmax value of 5.28 m³/d. From the results of calculations using the gumbel method for R 5TH is 428 mm and the results of calculations using the haspers method with a Q value of 5.48 m³/s. The results of data analysis and calculations can be used as a reference for related agencies such as the Irrigation Service, or other agencies. Based on the observations, tourist attraction has 765 m2, tourist visit rate 600 to 1000 people in the high season, and 500 to 600 people in the low season. The purpose of this study was to determine capacity capability in the physical environment of the Green House Lezatta, whether the quality of the physical environment of a tourist attraction can affect the satisfaction and comfort of tourists visiting. The method used is descriptive quantitative, to assess the maximum capacity of the Green House Lezatta tourist attraction, used the Cifuentes Physical Carrying Capacity (PCC) method. Data obtained through distributing questionnaires to 91 respondents, with the sampling technique using random sampling. The results found carrying capacity of Green House Lezatta's physical environment was not following the standards of a tourist attraction because the number of tourists visiting had exceeded the existing land capacity. In the satisfaction variable, the results showed 49.5% of tourists said not satisfied with the condition of tourist attraction because the atmosphere was uncomfortable and narrow. Recommend to conduct the review of the design of a tourist site following tourism standards for future development. ANALISIS PERILAKU KEJENUHAN BELAJAR SISWA PADA MATA PELAJARAN MATEMATIKA DAN IMPLIKASINYA TERHADAP LAYANAN BK: STUDI KASUS DI SMP NEGERI 19 PADANG Oviani, Eka Netrawati, Netrawati Abstract: Learning saturation is one of the problems that is often faced by students, especially in subjects that are considered difficult, such as Mathematics. At SMP Negeri 19 Padang, many students complained of boredom in Mathematics lessons, allegedly caused by the lack of student involvement in learning. This saturation can affect students' motivation and learning achievement, ultimately impacting the quality of education. This study aims to analyze students' learning saturation behaviour in mathematics subjects and its implications for Guidance and Counseling (BK) services. Using a descriptive quantitative approach, the study was conducted on 58 grade IX students of SMP Negeri 19 Padang who were selected through purposive sampling. Data were collected using a questionnaire with a Likert scale that measures four aspects of learning saturation: physical, emotional, motivational, and mental fatigue. The study results showed that 57% of students experienced moderate learning saturation and 23% at high to very high levels. The analysis revealed that motivational fatigue was the most serious problem, with 55% of students being at high to very high levels, followed by emotional fatigue (33%), mental fatigue (38%), and physical fatigue (19%). These findings have implications for developing a comprehensive BK program, including information services, group guidance, and individual counselling to help students overcome math learning boredom.Keywords: Learning Saturation, Mathematics, Counseling Guidance, Junior High School Students. Irregularities committed by POLRI is a violation of the code of ethics that is rarely heard but occurs a lot in POLRI members who are in certain cities that have a dense population. Efforts to enforce the Polri Professional Code of Ethics are needed for the realization of the implementation of the duties charged to the professionalism of POLRI. Unprocompany will greatly impact law enforcement or disclosure of crimes that occur in the community. BUDAYA HUKUM UMKM DAN MASYARAKAT DALAM MENERAPKAN PRINSIP FIRST TO FILE DALAM SISTEM HUKUM MEREK INDONESIA Al-arisy, Gilang Farhan Ahmad Rusyda, Muh Farhan Ar Daffa, Rofi Aisy Abstract: This study examines the legal culture of Indonesian society in implementing the first to file principle within the country's trademark law system. In the context of intellectual property law, the first to file principle grants exclusive rights over a trademark to the first party who officially registers it with the Directorate General of Intellectual Property. However, the implementation of this principle often faces challenges due to the low level of legal awareness among the public regarding the importance of trademark registration. This research aims to analyze the factors that contribute to the weak culture of trademark registration and to evaluate the government's role in building legal awareness in society. This research employs a normative legal method with statutory and conceptual approaches, supported by secondary data including literature, regulations, and policy reports related to trademark protection. The findings indicate that the underdeveloped legal culture, limited access to legal information, and lack of legal education are the main factors hindering the effective implementation of the first to file principle. Although the government has made efforts through public outreach programs, simplified procedures via the e-filing system, and registration incentives, these policies have not yet achieved their intended impact. A more comprehensive and sustainable approach is needed to build a stronger legal culture, including intensified legal education, decentralized access to legal services, and strengthened law enforcement mechanisms. SDN 08 Padang Besi, Padang City, one of which received School Operational Assistance (BOS) funds. This research uses descriptive qualitative method, with purposive sampling technique. Collecting data by library method, interview, observation and literature review. This study uses the theory of George C. Edward III because the indicators are in accordance with the research. The formulation of the research problem is how the government's policy in School Operational Assistance (BOS) regarding the financing of 9-year compulsory education at SDN 08 Padang Besi, Padang City, is the obstacle in government policy on School Operational Assistance (BOS) regarding the financing of 9-year compulsory education at SDN 08 Padang Besi, Padang City, how are the efforts made to overcome the obstacles in the government's policy on School Operational Assistance (BOS) regarding the financing of 9-year compulsory education at SDN 08 Padang Besi, Padang City. The results showed that the policy had not been effective, it happened because not all policies were implemented by SDN 08 Padang Besi, Padang City. The lack of resources, both inadequate human resources from experts, both from facilities and infrastructure resources to support the implementation of services, and from elements service communication that has not been maximized and the attitude of the implementer who has not been committed to carrying out their duties. And finally, the need for SDN 08 Padang Besi, Padang City to fix the online service system during the corona virus 19 pandemic. The conclusion is that the policy carried out by SDN 08 Padang Besi Padang City is basically to help underprivileged students in financing 9-year compulsory education so that students those who are less able can receive learning well in the teaching and learning process at SDN 08 Padang Besi, Padang City. The internet network is slow so that it hinders the network with Korlantas Polri so that it affects the community satisfaction index has not been carried out regularly. This study aims to determine whether or not there is a relationship between the effectiveness of the SIM Online service program and community satisfaction at the Padang Police and to find out how far the effectiveness of the Online SIM service program is related to community satisfaction at the Padang Police. The type of research used is descriptive quantitative research, namely quantitative research which aims only to describe the state of social symptoms as they are, without looking at the existing relationships. The sample in this study was focused on two-wheeled motorcycle users in the city of Padang, totaling 100 using purposive random sampling technique using simple correlation analysis. Based on the results of data analysis in the research that has been carried out, it is concluded that there is a significant positive correlation between the effectiveness of the Online SIM Service program with community satisfaction at the Padang Police. This means that the higher the program effectiveness score, the higher the community satisfaction or the better the effectiveness of the SIM Online service program, the higher the community satisfaction. PERAN STRATEGIS BADAN PENYELESAIAN SENGKETA KONSUMEN (BPSK) MENURUT UNDANG-UNDANG NOMOR 8 TAHUN 1999 TENTANG PERLINDUNGAN KONSUMEN Irfansyah, Irfansyah Consumer protection is any effort that ensures legal certainty to protect consumers. The legal basis that regulates consumer protection in Indonesia is Law Number 8 of 1999 concerning Consumer Protection. The method used in this research is normative legal research, using a statutory approach. According to Article 45 Paragraph (1) of Law Number 8 of 1999 concerning Consumer Protection, it is emphasized that every consumer who is injured can sue business actors through an institution that is tasked with resolving disputes between consumers and business actors or through courts within the general court. In order to resolve consumer disputes outside the court, the government is mandated to establish a Consumer Dispute Resolution Agency. In handling and resolving consumer disputes, the Consumer Dispute Resolution Agency forms an assembly consisting of at least 3 (three) members representing elements of government, elements of consumers, and elements of business actors. According to Article 54 Paragraph (3) of Law Number 8 of 1999 concerning Consumer Protection, it is confirmed that the decision of the assembly formed by the Consumer Dispute Resolution Agency is final and binding. Settlement of disputes through the Consumer Dispute Resolution Agency doesn’t eliminate criminal responsibility so that the decision of the assembly formed by the Consumer Dispute Resolution Agency is sufficient initial evidence for investigators to carry out investigations. PERTANGGUNGJAWABAN KEJAHATAN KORPORASI DALAM PEMBAYARAN UANG PESANGON AKIBAT PEMUTUSAN HUBUNGAN KERJA Kabes, Irianto Multiwijaya, Vience Ratna Suar, Aprima Abstract: Of the total 536 collective agreements related to layoffs in 2019, only 147 agreements, which is equivalent to around 27 percent, provided layoff compensation in accordance with labor regulations. On the other hand, 384 agreements, or around 73 percent, did not meet the provisions of the applicable law in terms of layoff compensation payments. This research aims to identify corporate responsibility in terms of severance pay due to layoffs., This research carried out using a normative and descriptive approach, using secondary data for qualitative analysis. Deductive logic methods are applied to reach conclusions. with the problem formulation, what is the responsibility for corporate crime in the payment of severance pay due to termination of employment? Research results show that Termination of Employment (PHK) is a termination of the employment relationship between a company and employees which can occur for various reasons, including the employer's initiative, the wishes of workers, legal regulations, or decisions of the Industrial Relations Court (PHI). Layoffs require employers to provide compensation in the form of severance pay, gratuity pay, and compensation for rights in accordance with the provisions. Types of layoffs include changes in company status, efficiency, liquidation, force majeure, bankruptcy, violation of provisions, retirement, and death or permanent disability. PENGETAHUAN DAN SIKAP REMAJA PUTRI TENTANG GANGGUAN MENSTRUASI DI KELAS XII SMAN 02 PEKANBARU Zalni, Rummy Islami Menstrual disorders are more common in adolescents (16-19 years old), in the form of irregular menstruation, fewer menstruation and very much, menstrual pain and menstruation more often. The purpose of research to know the description of knowledge and attitude of young women about menstrual disorders in class XII SMAN 02 Pekanbaru. The research design is quantitative with descriptive method with cross sectional approach. The research was conducted on July 26 to August 16, 2013 at SMAN 02 Pekanbaru class VII in 2013. The population in this study is all students of class XII SMAN 02 Pekanbaru in 2013. Population in this research is all The students of grade XII SMAN 02 Pekanbaru in 2013 amounted to 149 people and the sample was taken by simple random sampling which was 60 people. Analysis of knowledge data used is univariate data analysis and attitude analysis using Likert scale. The result of the research shows that majority of respondents’ knowledge is 43 people (71.67%) and the majority of female attitudes about menstruation disorder in SMAN 02 Pekanbaru is negative 33 people (55%). It is expected that the results of this study can be used as information where menstrual disorders are important things to know. So that young women can overcome if the existence of menstrual disorders. This study aims to determine the level of public satisfaction with the construction of roads in the Bhayangkara Permai (Polda) Buper Waena housing complex, Waena Village, Heram District, Jayapura City. Data collection using saturated sampling techniques to 20 respondents who live in the Bhayangkara Permai (Polda) Buper Waena housing complex RT 005 RW 001, Waena Village, Heram District, Jayapura City. The research variables were compiled using the Kanzei method which was adjusted to the Public Satisfaction Index (IKM) variable of the Kepmen PAN Number 25 of 2004. The measurement results obtained the overall service element was very satisfied with an average of 3,575. Based on the results obtained, "Friendliness of officers involved in road construction" obtained the lowest average satisfaction value (ranking 1) with an average value of service elements of 3.45 on a scale of 1 to 4. While "Responsibility of officers in carrying out road construction" has the highest average satisfaction value (ranking 10). In order for public satisfaction to increase further, the government should carry out regular maintenance on the roads that have been built. PERLINDUNGAN KONSTITUSIONAL BAGI PEKERJA INDONESIA MENURUT HUKUM KETENAGAKERJAAN PADA ERA MASYARAKAT EKONOMI ASEAN (MEA) Anwar, Abdul Hijar At the end of 2015 the Asean Economic Community agreement came into effect which means that there will be a single ASEAN market and production base that has five basic elements, namely a) free flow of goods, b) free flow of services services), c) free flow of investment, d) free flow of capital, and e) free flow of skilled labor. In addition to the five basic elements, the single market and production base must also contain two important components, namely priority integration sectors (PIS) and the development of the food, agriculture and forestry sectors. In terms of the free flow of labor, not all workers can compete, the ASEAN economic community limits only to skilled workers. Through the 2015 ASEAN economic community, there will be job opportunities throughout ASEAN. Job seekers can easily enter and exit from one country to another without any obstacles from the recipient country. However, the ASEAN Economic Community Blueprint limits only to skilled labor and there is no discussion about unskilled labor. In an effort to support the transfer of skilled workers, all ASEAN member countries signed an MRA (Mutual Recognition Arrangement) on November 19, 2007 consisting of 8 MRAs, including engineering services, architectural services, nurse services ( nursing services), medical practitioners, dental practitioners, accountants services, surveying services, and tourism professionals. PERLINDUNGAN HUKUM BAGI NARAPIDANA RENTAN DI INDONESIA Subroto, Mitro Windy, Wempy Yahya Correctional Institutions (Lapas) in Indonesia are still in the public spotlight due to various problems, one of which is related to legal protection for vulnerable inmates. Vulnerable groups in Lapas consist of female inmates, children, the elderly, persons with disabilities, inmates with life sentences and convicts with the death penalty. This study aims to determine the legal arrangements in Indonesia in ensuring the protection of the rights of vulnerable inmate groups, especially in the child category. The research method used is normative research by examining the relevant laws and regulations. The results showed that there are several regulations that form the legal basis for protecting the rights of child inmates, such as Law Number 3 of 1997, Law Number 11 of 2012, and Law Number 22 of 2022. However, these regulations have not been fully able to guarantee legal certainty for the protection of child inmates. ANALISIS YURIDIS PERBEDAAN ANTARA AKTA PERDAMAIAN YANG DIBUAT OLEH NOTARIS DAN MEDIATOR DALAM KEKUATAN EKSEKUTORIAL Prasetyanov, Yudha Abstract : Conflict is a situation where two or more parties have conflicting interests, goals, or views, and they experience tension or disputes due to these differences, while a dispute occurs between two or more parties when one party feels dissatisfied or harmed. The notarial process, such as the making of a peace deed by a notary, involves the recording of the parties' agreement in the form of an authentic deed. The notary ensures that all legal terms and conditions are met. Mediation, such as the mediation process, involves negotiations and discussions between the parties facilitated by a mediator. Once an agreement is reached, a peace agreement can be drawn up and then authenticated by a notary if necessary. In terms of legal strength, a peace deed made by a notary has stronger legal force and can be used as evidence in court without requiring additional proof. FAKTOR-FAKTOR YANG BERHUBUNGAN DENGAN PARTISIPASI MASYARAKAT DALAM KEPEMILIKAN JAMBAN KELUARGA DI GANTING PARAK GADANG KECAMATAN PADANG TIMUR KOTA PADANG TAHUN 2019 Yusfita, Ermi Disposal of feces is one of the waste materials that brings many problems in the health sector such as the increased risk of infectious diseases. Provision of feces disposal facilities is closely related to the level of economy, education and knowledge. Based on the initial survey of 20 houses in Ganting Parak Gadang, 15 houses (75%) did not have latrines. The purpose of this study is to find out the Factors Associated with Community Participation with Family Latrine Ownership in Ganting Parak Gadang Padang Timur District, Padang City in 2019. From the results of the univariate analysis showed that most (78.4%) families did not have latrines and from the results of observations found 21 families had latrines that met the requirements. Most (57.5%) respondents stated that the role of health workers was not good as a result of bivariate analysis showed that there was a significant relationship between the economic level and latrine ownership (P Value = 0.026): OR = 4.579). Multivariate results show that the most related are the economic level and the role of officers (P value= 0.000). PENGARUH PENDIDIKAN TERHADAP KEMISKINAN EKSTREM SULAWESI TENGAH Rahman, Marwah Tope, Patta Yunus, Rita Taqwa, Edhi Yohan, Yohan This study examines the impact of education on extreme poverty in Central Sulawesi Province during 2021-2024. Using panel data regression analysis with Fixed Effect Model on 13 districts/cities, the research finds that education, proxied by Average Years of Schooling, has a significant negative effect on extreme poverty with a coefficient of -6.648366. This indicates that each additional year of education reduces extreme poverty by 6.648 percent. Despite provincial success in reducing extreme poverty from 3.15 percent to 1.27 percent, significant disparities persist across districts, with the gap between Palu City and Donggala Regency reaching 3.75 years. Patients with diabetes mellitus are advised to always have a healthy lifestyle every day. Control blood sugar in DM patients by regulating diet such as: regulating the amount of food, type of food and frequency of eating hours and doing activities (sports). Non-Communicable Diseases (PTM), including Diabetes Mellitus, has now become a serious threat to global health. Quoted from WHO 2016 data, 70% of the world's total deaths and more than half of the disease burden. 90-95% of diabetes cases. Type 2 diabetes, which is largely preventable because it is caused by an unhealthy lifestyle. (Ministry of Health, 2018). Solok City has cases of Diabetes mellitus sufferers in four Puskesmas where there are 284 KTK Puskesmas working areas, while the number of visits to Type II Diabetes mellitus sufferers in the KTK Puskesmas work area is 50 people. Based on the results of research that has been carried out in the Working Area of the KTK Kota Solok Health Center, it was found that more than part (66%) of the respondents 'blood sugar levels were abnormal (high), more than part (64%) of the respondents' diet was not appropriate and more than some (60 %) respondents do not do physical activity regularly. There is a relationship between a diet that is not in accordance with abnormal blood sugar levels and there is a relationship that does not do physical activity with abnormal (high) blood sugar levels in the Working Area of the KTK Kota Solok Health Center. This research is a descriptive analysis using a qualitative approach that uses primary data and secondary data. The technique of collecting data is in the form of field research by means of interviews, focus group discussions (FGD), and documentation studies with valid and accurate sources. The results of the study showed that the management of local government budget has not fully run well this is because there are still obstacles faced in accordance with Permendagri Number 113 of 2014 and Perbub Agam Number 8 of 2017. (1) Implementation of the principle of transparency consists of indicators, namely openness in meetings, openness of information, openness of procedures, and openness in accepting community participation. The background of this research is Nagari Koto Tangah Batu Ampa is one of the village in Akabiluru district that has implemented e-government in administrative services to the community during the covid-19 pandemic to date. The method used in this research is descriptive qualitative with case study type. This study uses the conceptmof Booz Allen and Hamilton to see the performance of government implementing e-government in term of five dimensions. That are benefits effeciency, participation, transparency, and change management. The result show that the implementation of e-government in Nagari Koto Tangah Batu Ampa is still not managed optimally bacause there are four dimensions that have not been optimally implemented (effeciency, participation, transparancy, and change management). The meeting between the children and parents is manifested in the form of visiting each other, that is, from time to time the child visits them or vice versa, the parents visit the child and miss their grandchildren at the same time. In this context there is an increase in mobility carried out by the elderly which can affect the degree or level of their health. Most of their children who are outside the kelurahan, namely 42.85% reside / live outside the district. In this connection, parents in old age make a visit (anjang ada). This means that in old age there is still population mobility. The mobility of the population in old age carries risks not only to the economy but also to health and safety because in old age the physical condition has decreased and is susceptible to disease. PENGARUH PROFITABILITAS, KEBIJAKAN DIVIDEN, KEPUTUSAN INVESTASI DAN KEPUTUSAN PENDANAAN TERHADAP NILAI PERUSAHAAN PADA PERUSAHAAN HEALTHCARE YANG TERDAFTAR DI BURSA EFEK INDONESIA PEIRODE 2019-2023 Puspitasari, Endah Rifka Arief, Abubakar Abstrak: This study aims to analyze the effect of profitability, dividend policy, investment decisions, and financing decisions on firm value in healthcare companies listed on the Indonesia Stock Exchange (IDX) for the period 2019-2023. The research sample consists of 14 companies selected using purposive sampling technique. The data used is secondary data in the form of annual financial statements obtained from the Indonesia Stock Exchange. The analysis method employed is multiple regression analysis using SPSS. The results indicate that profitability, dividend policy, investment decisions, and financing decisions simultaneously have a positive and significant effect on firm value. Partially, each inDependent Variable also shows a significant positive impact on firm value. This research model explains 89.2% of the variation in firm value, while the remaining variation is influenced by other factors not examined in this study. REFORMASI ADMINISTRASI MENUJU PUBLIC SERVICE DALAM SEKTOR PENDIDIKAN, KESEHATAN, DAN EKONOMI MASYARAKAT PADA PEMERINTAH DAERAH Adnani, Adriani The role and character of state institutions and the public sector are more directed to be oriented towards the community. This condition initially occurred in various developed countries, which then spread to developing countries. Of course, many factors caused this to happen, such as the economic and financial crisis of the state. Public administration reform towards public service is important enough to get attention and treatment as soon as possible. The dynamics of society as a social force cannot be ignored in the system of control and public accountability, both in service delivery and in the implementation of development. The purpose of this study is to find out the New Public Service paradigm as a new concept in administrative reform in the education, health and economic sectors of the local government. The results of the study indicate that public services in the education, health, and economic sectors of today's society are facing a trend towards the development of regional governance as a result of globalization and regional autonomy. In the management of local government, a change and renewal is needed so that the government can always accommodate the needs of change in society and enable public administration to reorganize people's lives. One of the trends in the need for public bureaucracy to reform is that local government bureaucracies must be more open in relation to the public interest. In other words, the local government bureaucracy can become more flexible so that it can more easily adapt to changing circumstances. With the administrative reform towards public service, it is hoped that it can encourage the realization of good governance, improve performance and improve unhealthy administrative practices. REGULASI DAN IMPLEMENTASI PENGELOLAAN PCB (POLYCHLORINATED BIPHENYLS) DI INDONESIA Paramita, Dianing Rahardiansyah, Trubus Abstract: The management of Polychlorinated Biphenyls (PCB) in Indonesia faces significant challenges related to the implementation of existing environmental regulations. Although there are rules governing the use and disposal of PCB, there are still several obstacles in law enforcement and public awareness regarding the dangers of this substance. This study aims to analyze the effectiveness of current regulations and provide recommendations to enhance the sustainable management of PCB, focusing on improving coordination among government agencies, public education, and strengthening monitoring systems to prevent further pollution.Keywords: PCB, PCB Management, Polychlorinated Biphenyls. Included in receipts are all monetary benefits in the form of commissions, rebates, discounts and interest as a result of the sale and/or procurement of goods and/or services and from the storage and/or placement of regional money. This revenue must be recorded as regional income and budgeted in the APBD. APBD expenditures must be based on a decree of authorization by the authorized official. An ideal pattern of relationship between the legislature and the executive should be established in the sense that there is a balance between the two institutions. The more democratic the political system, the more balanced the relationship between the legislature and the executive will be. The Regional Government and DPRD, especially for DPRD members who are directly involved in the regional financial budgeting process, can provide education and training related to regional financial budgeting that can increase their competence and expertise and provide additional new knowledge so that the planning process to determining APBD can run optimally and produce APBD quality in accordance with the expectations, needs and aspirations of the community. SITA UMUM DAN PENJUALAN SAHAM DEBITOR PAILIT OLEH KURATOR Pratiwi, Andhika Rizky Prabowo, Thomas Yanuar Joko Pradana, Irfannaufal Raditya Jurnal ini mengkaji kewenangan kurator dalam menyita dan menjual saham debitor yang telah jatuh pailit, yang dimana kurator memiliki hambatan untuk melakukan order jual terhadap rekening efek debitor pailit. Kepailitan sendiri adalah sebagai sita umum dari semua kekayaan debitor yang pengurusannya dilakukan oleh kurator di bawah pengawasan hakim pengawas. Dalam hal ini, belum tersedianya sistem untuk sita umum efek dan cara kurator untuk melakukan order jual. Jurnal ini menggunakan metode penelitian yuridis normatif. Hasil penelitian ini menunjukkan bahwa kurator adalah pihak yang paling berwenang dalam melakukan pengurusan dan pemberesan harta pailit sebagaimana diatur dalam Pasal 16 ayat (1) jo. Pasal 69 Ayat (1) UU K-PKPU. Selain itu, hasil penelitian juga menunjukkan bahwa mekanisme yang digunakan oleh kurator dalam melakukan order jual adalah dengan cara yang mengacu pada Pasal 45 UU Pasar Modal dengan cara membuka membuka rekening debitor dan kemudian menjualnya, atau dengan cara lain seperti melakukan pemblokiran rekening efek dan kemudian dibukakannya rekening penampung untuk kurator. URGENSI KEBIJAKAN NON-PENAL DALAM PENANGGULANGAN TINDAK PIDANA EKONOMI Josua Tallaut, Lambertus Multiwijaya, Vience Ratna Suar, Aprima Economic Crime (TPE) currently still uses criminal law (penal-policy) in its handling, even though legal, criminal means have many shortcomings because they cannot eradicate, criminogens or factors, the occurrence of criminal acts because of their nature which works only after criminal acts have occurred, while dependence on criminal means has made Indonesian correctional institutions overcrowded. Non-penal means are very much needed in overcoming TPE. This research is normative legal research with the data used is secondary data composed of primary legal materials and secondary legal materials which are then analyzed qualitatively and conclusions are drawn using deductive methods. Penal facilities in dealing with crime have caused Indonesian prisons to become overcrowded, which has an impact on the occurrence of other criminal acts and violations of the human rights of inmates. This has proven that the prison system has experienced a shift where the main aim is to rehabilitate criminals so that when they return to society, they no longer commit crimes. Non-penal facilities are very necessary nowadays to tackle crime, especially TPE by changing the community's mindset towards the right direction, through educational means for social change in the right direction.
