Abstract: The concept of the fourth branch of power emerged as a response to the limitations of the traditional separation of powers system, which only includes the executive, legislative, and judicial branches. The fourth branch involves independent institutions such as the media, civil society organizations, and oversight bodies that play a role in monitoring and controlling the three main branches of power to maintain a balance of power and government accountability. This study aims to examine the development and application of the fourth branch of power theory in the context of modern governance. Using a normative legal approach, the study analyzes the legal norms regulating the fourth branch and the challenges faced in its implementation. The findings show that while the fourth branch strengthens the checks and balances principle, challenges such as overlapping authority and potential abuse of power remain issues that need to be addressed to create more transparent and accountable governance.
