The selection of the title of this thesis is about "Juridical Analysis of Procurement and Acquisition of Land and Building Rights for the Public Interest in the Perspective of Realizing Legal Certainty and People's Welfare". This study aims to determine the legal regulations as well as any constraint factors in the Procurement and Acquisition of Land and Building Rights for the Public Interest in the Perspective of the Realization of Legal Certainty and People's Welfare (Research Study at the Batam City Planning, Research and Regional Development Agency). This research uses empirical legal research (field) and normative law (library) by using research methods consisting of two forms, namely normative legal research or doctrine and empirical or sociological legal research using normative juridical approaches, namely in the form of analysis of the articles that regulate things that become problems to obtain secondary data and sociological juridical approach to obtain primary data through field research. The results in this study indicate that (1) the legal arrangements regarding the Procurement and Acquisition of Land and Building Rights for the Public Interest in the Perspective of the Realization of Legal Certainty and People's Welfare. It has been implemented well in accordance with Law Number 2 of 2012 concerning Land Procurement for Development in the Public Interest and other regional regulations. (2) Implementation, Constraint Factors and Solutions among others, in the implementation process there is a management right that regulates its designation in the city of Batam, namely the Batam Authority (Batam Concession Agency). ). The dualism of the government, illegal settlement of land rights and grants that have an impact on the procurement and liberation of rights so that policy effectiveness is needed by the government in Batam.The government in carrying out the procurement and acquisition of land rights must apply the rules of law consistently and also obey and obey them. The legal mechanism must be carried out in accordance with the existing rules.
